Mr. Powell is a Certified Firefighter as well as a Certified Hazmat Technician. He has a degree from Texas A&M University. He has over thirty years of experience as a Fire Fighter, Emergency Medical Technician and Hazardous Materials Specialist. Rick has worked internationally as well as in the United States as a responder. He began his career as a Firefighter/E.M.T. for the Bryan, Texas Fire Department. He then served as a Field Technician for the Western Emergency Service; Health and Safety as an EmTech, in the Environmental Emergency Services Division.
He became a Firefighting Specialist a Fire and Safety Trainer, a Hazmat Officer/Fire Rescue Services Officer for the Kingdom of Saudi Arabia. He then became the HazMat Emergency Response Coordinator in Bahrain, SA. Upon returning to the United States, Rick became a Hazmat Instructor in Austin, TX until he joined the SERTC Instructional Staff in 2012. Rick comes to SERTC with years of experience responding to incidents involving rail tank cars.
